Program Description
Healthy Start provides culturally sensitive home visits to help first-time parents provide their babies a "healthy start" in life. Services include information and support during pregnancy and after the baby is born, developmental screening, help obtaining community resources for housing, food, clothing, daycare, medical care, and transportation. Healthy Start home visits are individually tailored for each family's needs. Home visits occur weekly the first six months, then decrease to semi-monthly.

Program Description
Paragon Program provides community-based services for developmentally disabled children and adults in seven area homes. Each home is capable of meeting the needs of five clients and offering the opportunity of living in a family atmosphere. Program Description
Work Options Program is a vocational program for individuals with developmental disabilities and vision or hearing impairments offering individualized vocational skills training, respect, dignity and encouragement to succeed. We participate in recreational activities to increase natural abilities. Services we offer to area businesses are high volume printing, shredding of confidential documents, and bulk mailing.

Program Description
Independent Living Program (ILP) facilitates youth programs that offer valuable living skills; housing, budgeting, positive relationships, health education, etc. Youth can also take part in leadership trainings and community service. ILP youth meet regularly with their Personal Agent, as well as participate in twice monthly two-hour group meetings.
The ILP Subsidy Housing Program assists youth with affordable housing and rental expenses.

Program Description
Family Support Services (FSS) has been in operation since 1970 and includes the Therapeutic Foster Care, Shelter Evaluation Program, Target Foster Care, Community Homes (Keizer, Highland/Grant, Receiving Home), and New Solutions. Youth are referred to the program by state and county agencies. FSS is patterned on the proctor parent model, in which specially trained foster parents provide homes, care, and treatment for dependent and at-risk youth.
Therapeutic Foster Care (formerly Mid-Valley Adolescent Center) is a BRS community-based treatment program for youth, ages 12 to 18, who reside in proctor homes and receive 13 hours of weekly counseling and skill building. Youth are held accountable for their delinquent actions through restitution, community services and/or sanctions. Public safety is assured from delinquent acts of youth, and youth are prepared to be competent to meet the life challenges of their environment and to enjoy positive relationships and activities.
Shelter Evaluation Program is a BRS community-based evaluation and counseling program designed to aid youth in crisis ages 8 to 18 placed by OYA and DHS. Written assessments and recommendations are provided to guide the case manager and court in planning with the youth for the future. During the 30 to 90 days of evaluation, the youth reside in a safe, disciplined and nurturing therapeutic foster home and receive eight hours of weekly counseling and skill building.
Target Program (DHS) provides long-term therapeutic foster care for youth with a history of multiple foster and/or treatment placements. Goals are stabilization and preparation for return to family, long-term foster care, or independent living.

New Solutions is a family-friendly program that arranges services and supports for children with intensive mental health needs. New solutions staff are comprised of Care Coordinator, and Family Support Partners has adopted the wraparound process to support children with complex needs and their families by developing individualized plans of care. The plan of care is based on individual strengths and culture of the child and family team and is needs rather than service driven.

Program
Description
Residential Treatment provides therapeutic foster homes and supplemental rehabilitative services for boys and girls. Most youngsters are referred by the Oregon Youth Authority or State Services for Children and Families. An active recreation program, educational support, and strong ties to biological families are hallmarks of the Rainbow program. A case-management model is used to coordinate between foster and biological families, as well as treatment services. The average length of stay is about 9-12 months.
