AGENCY DESCRIPTION

 

Founded with a mission to stop child abuse, SCAR/Jasper Mountain has a comprehensive continuum of programs to prevent and remediate the negative impact of child abuse for children and their families.  This primary focus has led to special emphasis on attachment issues, sexual reactivity, anti-social and violent behavior, and treating severe trauma.  All programs are guided by the agency philosophy to treat the intellectual, emotional, and spiritual aspects of the child -- thus treating the whole person.  SCAR/Jasper Mountain has treatment and an educational program, licensed and certified by the State of Oregon, and is a member of the Child Welfare League of America; the American Association of Children’s Residential Centers; and the Foster Family-Based Treatment Association.

Program Description

 

 

Crisis Response Program is designed to assist families and children under the age of eighteen in a mental health related crisis.  The only eligibility requirements are:  there is a concern related to a child and the family lives within Lane County.  The program is funded by Lane County and is operated by the Child and Adolescent Network, a partnership of Looking Glass, SCAR/Jasper Mountain, and The Child Center.  Services include a 24/7 crisis line, mobile response anywhere in the County, facility based respite, foster home respite, and in-home respite

Program Description

 

Crisis Stabilization Crisis stabilization is a 24-hour residential service for any child 12 or under who is having a mental-health crisis.  This is a contractual service provided through LaneCare or another contract source as an alternative to sub-acute care or hospitalization.  Maximum length of stay in the program is up to 72 hours.

Program Description

 

Day Treatment at Jasper Mountain and also at the SAFE Center is an alternative to public school placement certified by the Oregon Department of Education.  Students in grades 1 through 7 are offered a full educational program in addition to psychological treatment under the review of a psychiatrist.  The program is certified to provide special educational services authorized by an individualized educational plan.  Children attend the academic program five days per week with individual, group and family therapy during non-school hours.  Referrals are accepted from school districts.  Length of stay in the program varies depending on the need of the child, but generally is between ten to twenty weeks.  The program runs 12 months per year.

JASPER MOUNTAIN INTENSIVE RESIDENTIAL

Program Description

 

Residential Treatment is fully integrated with treatment and educational interventions on the campus.  Located seven miles southeast of Springfield, on a picturesque mountainside, the center's facilities are all new within the last five years.  This program was reclassified in 2001 as a psychiatric residential program and accepts children with intensive mental health needs.  The program specializes in violent and sexually reactive children who need intense supervision and intervention.  The program maintains a staff ratio of one staff to three children, and has a computer monitoring system to supervise children at night.  The program also has a nationally recognized specialization in attachment disordered children.  The program has an option of longer stays for children needing intensive trauma therapy.

Program Description

 

SAFE Center Assessment & Evaluation offers short-term assessment and evaluation of young children in a residential setting.  This evaluation service is only for those children who cannot be adequately evaluated on an outpatient basis.  A full range of evaluation services are offered; medical, psychiatric, psychological, and educational.  The program also has a crisis stabilization service for children who need a stay of up to 72 hours and has a day treatment component.

Program Description

 

SCAR/Jasper Mountain School is located on two program campuses and serves children in residence in the intensive and assessment and evaluation programs.  The school is accredited by the Oregon Department of Education as a private school, and alternative to public education, and as an educational program serving handicapped populations.  The program has a ratio of one adult for every 2.5 children and runs throughout the year.

THE VILLAGE PROGRAM

Program Description

 

The Village Program provides individualized treatment and support to children and their families in their home and community.  This program partners with families, schools, and other community resources to provide for the needs of children and their families in order to reduce disruption and the need for out-of-home care.  The program designs an individualized plan in conjunction with the family and care team, and provides staff for family-based services.

 

Treatment Foster Care is a service offered to help the transition of children in the residential treatment programs within the agency.  This program recruits, trains, and provides follow-up support to families who work with one or two children.  The children receive outpatient treatment from agency therapists, and the parents have 24-hour-a-day access to program staff.  Backup respite and emergency stabilization are available to families in the program.  Families are training in the program philosophy of the agency's residential programs.  Referrals come from other programs within the agency.  Length of stay in this program varies on the child's situation, but generally is between six to nine months.

Program Description

 

Western Regional Symposium on Child Abuse & Sexual Assault began in 1985.  The four days of training include three or four ongoing tracks on areas such as treatment, forensic investigation, law and psychology, child fatalities, criminal justice, and children and violence.  The Symposium is held in Eugene, OR and draws 800 participants throughout Oregon and other states.  Fifteen to twenty national experts present in-depth workshops each year.
